BY-LAWS

These by-laws should be read in cojunction with Chapter 3 ‘Guidelines’ of the 2002 CBSA Handbook.

1.   Teams involved in the competition are Under 14, Year 10 Open and Open.
2.   Under 14 and Year 10 Open matches are played on the grounds of the host school.
3. a) Neutral referees should be provided where possible during the rounds.
  b) Where there is no referee available the home team is responsible for providing the referee who should not be the coach.
  c) Payments to referees are standardised and are set by the Association. The Home team is to provide payment. The Association will provide payment for all semi finals and grand finals.
4. a) The competition is one round where each school plays each other school once.
  b) Under 14 matches will be 20 minutes per half. Year 10 Open and Open matches will be 25 minutes per half. There will be a 5 minute break for half time.
  c) There is no time off for stoppages during the rounds. Time off for stoppages will be allowed during semi finals and grand finals.
5.   If a player is sent to the sin bin, he is in the charge of his coach, who is responsible for his behaviour until he is readmitted to the game. The timing for the sin bin is to be carried out by the official timekeepers.
6.   Each school is to supply one time keeper/scorer and one linesman for each match. The time keepers will be responsible for signalling both half time and full time by use of a bell, horn or siren, as well as keeping the time for sin bin offences. They require two timing devices – one for timing the game and one for timing the sin bin.
7.   Spectators are to remain outside the fence of an enclosed ground, or well back from the sideline if the field is not enclosed, in which case, the host school is to enforce this by roping off the field on at least one side, at a reasonable distance from the sideline.
8.   A team will consist of a maximum of 20 players. Up to 7 substitues may be used during a game with unlimited interchange. Interchange of players may take place when there is a stoppage in play and the referee has been advised. A player can play in only one age division on one day.
9.   In the case of a draw in a semi final or grand final two extra periods of 10 minutes will be played (20 minutes total). If it is still a draw then the higher placed team will be declared the winner.
10.   Prior to each match each coach must complete a 'Team List Sheet', a copy of which can be found in the CBSA Handbook. At the completion of the match each coach should check that information on both sides of the sheet are correct, sign it and fax the Team List Sheet to Holy Spirit College by 11.00am the following day.
